Larkspur Rise is the name given to a housing development constructed off the Suffolk Road, Belfast. The rear of the development boarders with the Colin Glen River and as part of the enabling works a significant masonry block retaining wall, up to 4m in height, was constructed along the river bank. As a result of inadequate design and construction, the retaining wall failed and partially collapsed in the autumn of 2013.

Equilibrant Ltd was commissioned, on behalf of Larkspur Rise Management Company, to Project Manage the reinstatement of the collapsed section of the structure and to stabilise the remaining section. Equilibrants brief included:

  • Develop the design of the remedial works
  • Organise emergency service diversions
  • Prepare tender documents
  • Evaluate tender submissions and appoint a preferred contractor
  • Prepare the contract documents (NEC3 Option A)
  • Administer to contract including the issue of payment certificates

The piled foundations at the rear apartment block were partially exposed as a result of regarding the embankment to allow the installation of the Gabion Baskets. This was potential risk to the Contractor. Equilibrant carried out a condition survey of the rear apartment block prior to construction and installed Demec monitoring studs. The monitoring studs were measured regularly during the construction phase to show that no movement was occurring.

Funding for the scheme was paid directly by the Larkspur Rise residents. Equilibrant Ltd provide an economical solution and through the competitive tenders process the costs were kept to a minimum.
